Update to Home Health Consolidated Billing Code List

CMS issues updates to the list of codes used in enforcement of the consolidated billing provision of the home health prospective payment system on an annual basis and also quarterly as necessary .  The annual update for calendar year 2003 was published in October 2002.

On July 3, 2003, CMS issued the second quarterly update for calendar year 2003.   The update is effective for services provided on or after October 1, 2003.   No quarterly update was needed for July 2003.  This update adds three codes to the non-routine supply list and deletes one supply and one therapy code.  The Program Memorandum containing the update is available on the CMS website at: www.cms.hhs.gov/manuals/pm_trans/AB03096.pdf

The update has also been reflected in the home health consolidated billing master code list, which is available at: www.cms.hhs.gov/providers/hhapps

CMS published notice of Medicare home health payment recovery project
These publications
describe Medicare’s system failure for properly initiating the partial episode payment (PEP) adjustments on some home health prospective payment system (HH PPS) claims. Efforts to correct Medicare systems to make these adjustments and to recover excess payments on prior claims have been repeatedly delayed. The corrections to Medicare systems are now completed and the nationwide effort to recover any excess payment will begin soon. Recovery will be done on a gradual basis to minimize cash flow impacts.
